A market for electricity certificates
24.09.2009 - Green certificates will be a market-based instrument for promoting the development of alternative energy. The Swedish have had a market for green certificates since 2003, which has functioned as a key instrument in their energy and climate policy. The purpose of such certificates is to make new projects for the production of wind, bio-, wave and hydroelectric energy profitable as all energy purchasers are obliged to buy a certain amount of green certificates from the producers of the renewable energy.

The Norwegian government writes the following about green certificates on its website:
• A market for electricity certificates, or green certificates, will work such that the producers of renewable electricity will be awarded green certificates equivalent to the amount of energy that they produce.
• In addition, the authorities can require that all who purchase power (energy) must also purchase a certain amount of green certificates.
• A demand for the certificates will then arise creating a price. This will then provide an additional income to producers of renewable electricity.
• Purchase of certificates may also be voluntary. This will result in the price of certificates being dependent on individual preferences.

The green certificates will only be in place in the market from 1st January 2012. Until then, Enova will provide investment support for new projects to ensure a smooth transition to the introduction of the certificates.


500 million US dollars recovery package for 10 US windmill projects
11.09.2009 - The American Wind Energy Association announced on 1st September 2009 that the US Treasury and Energy ministries have begun issuing renewable energy grants under a program enacted by Congress in the economic recovery package earlier this year. The announcement included grants (in lieu of tax credits) of nearly $500 million for 10 wind projects in Maine, Minnesota, New York, Oregon, Pennsylvania and Texas.

“For these grantees and many other projects that are preparing their applications, we are seeing business activity picking up and turbine and parts orders being sent all the way up the value chain,” commented AWEA Senior Vice President for Public Policy Rob Gramlich, adding, “That activity had all but dried up and it is very encouraging to see this turnaround underway.”
The grants are designed to temporarily replace the production tax credit (PTC) that has been a major factor in the continued growth in wind and other renewable energy projects. The recession and the freeze in the credit markets that began late last year rendered the PTC much less useful as an investment incentive.

The U.S. wind industry accounted for 42 percent of new electricity generation installed nationwide in 2008, and created 35,000 jobs that year, boosting the number of people employed in wind power to 85,000. Figures for 2009 have suggested a slowdown in new wind projects due to the financial crisis.
